I'm not advocating. I just happened to see these photos right before reading your post. If I'm not mistaken, the local law enforcement is in the darker gear and state is in the green.

Nonetheless, I do have questions that need answers about the whole response. Seems like the only preventive response I see is at the actual site of the monument.
