Republican Rep. Adam Kinzinger blasted President Donald Trump on Sunday night after the president quoted a Fox News contributor who warned of possible civil war if he is impeached.

The Illinois congressman, who is an Iraq War veteran, was the highest-profile Republican to criticize Trump, who Sunday night tweeted a quote by Pastor Robert Jeffress earlier in the day on Fox News: “If the Democrats are successful in removing the President from office (which they will never be), it will cause a Civil War like fracture in this Nation from which our Country will never heal.”

The tweet was condemned by many Democratic politicians as well as Republican Rep. Adam Kinzinger of Illinois, who said it was “beyond repugnant.”

I believe that this not only could warrant Trump’s impeachment but that it could be done without plunging the country into “civil war” or guaranteeing Trump’s re-election — provided Democrats keep stressing four things.

First, this charge against Trump began with an independent whistle-blower — an intelligence officer, aided by other insiders. Sure, it could turn out that he was a Hillary Clinton fan, which Trump would use to rile up his base, claiming that Democrats were trying to steal his election mandate. But if this turns out to be what it appears — a nonpolitical C.I.A. analyst and other civil servants motivated by their oath to uphold the Constitution in the face of a president who was violating his oath — then Trump and the Republicans will have a problem.

Democrats in Congress need to make sure they say and do nothing that gets in the middle of this framing of the story, which, for now, appears to be accurate: nonpolitical civil servants inside the government acting on conscience against a law-breaking president acting on political greed and excess.

Trump urged Zelensky on the call to investigate his 2020 rival Joe Biden, the former vice president. On Thursday, CNN reported that Pence was provided a transcript of the phone call the day after it took place. A source told CNN that Pence “may or may have not read it.”

Washington (CNN)Fiona Hill, President Donald Trump's former top Russia adviser, is testifying Monday before House committees investigating Trump's communications with Ukraine, where she will be asked to provide information related to her former boss' conduct.

Hill, who was subpoenaed by the House Intelligence, Foreign Affairs and Oversight committees for closed door depositions, is among the handful of current and former Trump administration members being interviewed this week by House panels as part of the Democrat-led impeachment inquiry into Trump's July 25 phone call with Ukrainian President Volodymyr Zelensky and its resulting fallout.

According to a source close with Hill who spoke to her last week, she is planning to testify that she was unaware of some aspects of the escalating Ukraine scandal, which may complicate the objectives of Democrats, who are hoping she can build a picture of efforts to influence the Ukrainian government by outside Trump confidants, including Rudy Giuliani, the President's personal attorney.

The plain purpose of the foreign emoluments clause was to ensure that the country’s leaders would not be improperly influenced, even unconsciously, through gift giving, then a common and generally corrupt practice among European rulers and diplomats. An early version of the clause, modeled on a rule adopted by the Dutch Republic in 1651 that forbade its foreign ministers from receiving “any presents, directly or indirectly, in any manner or way whatever,” was incorporated into the Articles of Confederation (1781) as Article VI, Paragraph I: Nor shall any person holding any office of profit or trust under the United States, or any of them, accept any present, emolument, office or title of any kind whatever from any King, Prince or foreign State; nor shall the United States in Congress assembled, or any of them, grant any title of nobility.

'Phony.' Donald Trump mocks 'emoluments' clause of U.S. Constitution that bans foreign gifts

WASHINGTON – President Donald Trump rejected suggestions Monday that hosting the G-7 summit of world leaders at his resort in Doral, Florida, would have run afoul of the U.S. Constitution.

Speaking to reporters in the White House Cabinet Room, Trump dismissed as “phony” a section of the Constitution that bars federal office holders from accepting gifts from foreign governments.

“You people with this phony Emoluments Clause,” he said.

Trumps remarks came as he was chiding Democrats for pushing back against his decision to host the G-7 at his Doral resort.

Democrats and some Republicans, as well as government watchdogs, decried the administration's decision to award the event to one of the president's properties. Under pressure, Trump announced Saturday on Twitter that he was reversing his decision to host the summit at Doral, suggesting Camp David could serve as an alternative site.

WASHINGTON (AP) — Republicans have disrupted a closed-door deposition with a Defense Department official who was scheduled to answer questions as part of the House impeachment inquiry into President Donald Trump.

Laura Cooper, a senior official who oversees Ukraine policy, arrived Wednesday morning on Capitol Hill to appear before the House panels conducting the investigation. Shortly afterward, more than two dozen Republican House members held a news conference outside the secure room in the Capitol where the deposition was taking place.

The Republicans decried that the deposition was happening behind closed doors and said Americans should be able to read the transcripts of any interviews being conducted as part of impeachment.

A top aide to Rep. Devin Nunes has been providing conservative politicians and journalists with information—and misinformation—about the anonymous whistleblower who triggered the biggest crisis of Donald Trump’s presidency, two knowledgeable sources tell The Daily Beast.

Derek Harvey, who works for Nunes, the ranking Republican on the House intelligence committee, has provided notes for House Republicans identifying the whistleblower’s name ahead of the high-profile depositions of Trump administration appointees and civil servants in the impeachment inquiry. The purpose of the notes, one source said, is to get the whistleblower’s name into the record of the proceedings, which committee chairman Adam Schiff has pledged to eventually release. In other words: it’s an attempt to out the anonymous official who helped trigger the impeachment inquiry.

On Saturday, The Washington Post reported that GOP lawmakers and staffers have “repeatedly” used a name purporting to be the whistleblower during the depositions. The paper named Harvey as driving lines of questioning Democrats saw as attempting to determine the political loyalties of witnesses before the inquiry. A former official told the Post that Harvey “was passing notes [to GOP lawmakers] the entire time” ex-NSC Russia staffer Fiona Hill testified.

(CNN)President Donald Trump and his Republican defenders may come to regret that Nancy Pelosi gave them what they wished for.

Putting the House on the record for the first time on impeachment, through the speaker's call for a vote by the whole chamber on procedures, is a highly symbolic step that will challenge the entire Republican critique of the impeachment process.

More crucially, such a vote could make it more difficult for the GOP to dodge the substance of the Ukraine scandal and the issue on which impeachment will turn: Did Trump abuse his power?

Superficially, the House speaker's call for the vote is a reversal and vindicates GOP critics who have blasted her inquiry. But it threatens to begin eroding the central pillar of Trump's defense so far: that the investigation is nothing but an unconstitutional sham that is depriving him of due process.
Republicans are already framing new process arguments, and even top Democrats argue that Pelosi did not give the GOP everything it wanted: Thursday's vote will merely lay out the next steps in the inquiry and is not a formal authorization of an impeachment probe. But the distinction is likely to be lost on the public.
