I wonder why this is such a hot topic? I read differently on Onnidan. A post by an involved TU insider posted differently & why TU won't be moving up. Based on what I read on Onnidan, they seem to have more urgent & pressing matters on hand now than moving up.

JT, they're just fans and do not realize Tuskegee University had to tap into their reserves to meet their current financial obligations. The same people who advocate playing in the money losing D2 and FCS playoffs are pushing this effort.

Exactly, I met an alum a few years back when this first started and he voice the same concerns.
