I am not sure waht you are asking, but I will try to answer:
What we did was use Madden NFL 2002 (PC version) to create our own custom teams to use in Madden 2002. The PC version allows you to create custom teams (enter player names, use bitmaps for logos, etc.) so what we did was type in all player names and physical attributes for the rosters for all 39 BCF teams in the MEAC, SWAC, CIAA, and SIAC, and Tenn. St, Mo B, and Sav. St. WE also added 11 1-AA PWCs like GA Southern, McNeese St. , and Montana, etc. to expand the teams and hopefully increase the appeall for on-line games to other 1-AA fans. Our mission iwill always stay true to the HBCUs, which is why we cap the number o f PWCs at that level. We saved this compilation as a roster file that you can download from our website, store in the appropriate Madden NFL subfolder (which is created when you initially install Madden NFL 2002 on your PC), and load up when you start the game.
As far as we know, it only works on the PC version of Madden. EA Sports has not made a PC version of College football in almost 4 years. They are making PlayStation versions exclusively, which does have the MEAC and SWAC (i think) but does not have the Div. II teams in the SIAC, and CIAA nor Tenn. State, MoB, or Sav. St. nor any of the 1-AA PWCs.
Me and the project partners preferred PCs, plus the PC version of Madden is the only one which allows us to create custom teams and have on-line game play with other people.
Since Madden NFL is the foundation/platform for the game, we had to make some concessions:
each team is assigned a stadium, but it has to be a NFL stadium, and the stadium can't be modified (we tried to put teams in stadiums close to home or that matched their school colors).
The playbooks are from the pros (no wishbone or triple-option)
