Memorial Stadium: JULY 1, 2011

According to reports, JSU would have three years to return the stadium to the state if it couldn't successfully operate it. Once it builds a new football stadium, a longtime goal of the school, ownership would switch to the medical center.

An earlier version of the bill would have given UMC control of the stadium but that fell through....thankfully.
Already planned by UMC is an almost-25-acre medical research park on the old Farmers' Market property on Woodrow Wilson across from the stadium.

well if thats the goal, then doesn't this "gift" delay reaching that goal?

An on campus 30k stadium would sell out every week. It would be cool to tailgate and walk on/around campus on game day(especially homecoming). Mumford & Bragg has always been my favorite to go to. (I guess I embrace the "hostile enviorment")

WE don't know. We can only trust that our administration did their homework.
Let me do some research. That information is public information and should be on the web where they archive the Governor's Executive Budget info from previous fiscal years.

Can post a link to an enrolled copy of the Act or the Act number?

Not necessarily.

If JayRob's theory is correct, then this transfer from the state to JSU to UMC may speed the process.

The Mississippi Legislature was never going to approve funding for an on-campus JSU stadium directly because the Republican constituents would be all up in arms.

This way, as long as JSU gets a new stadium, everybody gets what they want without disturbing the natives. JSU gets a new stadium. UMC gets the land under Veteran's Memorial. The politicians can stay in office. Everybody is happy. The average redneck in Mississippi is D-U-M-B. By the time they figure out what has happened it'll be too late.

Okay, I found the information. Normally a house or senate bill becomes an Act ## once the Governor signs it into law and they may have not assigned it a number yet. They left your funding source intact so it would be wise if JSU booked the hell out of this stadium with events. They also left jsu a means to pay for the repairs and upgrades. Reading through some of the sections, I don't like how some of the language drafted. It comes across as if someone is hoping JSU fails at operating the stadium and reverts control to UMMC. At any rate, congrats on your stadium. Once the FY12 information is posted look up the FY12 Appropriation Information and it should contain prior year actuals that will tell you how much revenue the stadium brought in.

SECTION 3. Section 55-23-9, Mississippi Code of 1972, is amended as follows:

55-23-9. Jackson State University shall acquire possession of, operate, maintain and improve the Mississippi Veterans Memorial Stadium until such time that Jackson State University relocates its home football games to another venue, in accordance with the provisions of this act. Jackson State University shall employ such agents and employees as may be required in connection therewith. All personnel of the Mississippi Veterans Memorial Stadium Commission shall be transferred from the Department of Finance and Administration to Jackson State University. Jackson State University may enter into contracts for the use of the stadium, and fix the amount of the compensation therefor, and collect the same when due. * * *

Any personal service, management or other contracts of like nature entered into by the Department of Finance and Administration that are applicable to the Mississippi Veterans Memorial Stadium, in whole or in part, shall be transferred to, acknowledged and complied with by Jackson State University for the term of such contracts.

All monies and revenues, including the amusement tax imposed upon the sale of tickets for admission to the stadium, and all other events on stadium property designated for Jackson State University and all monies arising from other use of stadium property, including that realized from the sale of concessions, shall be retained by Jackson State University for the operation, maintenance and improvements to the Mississippi Veterans Memorial Stadium and for the support of intercollegiate athletics at such university. Jackson State University shall seek appropriate state funding through the Department of Finance and Administration for completion by the Bureau of Building, Grounds and Real Property for all expenses incident to the necessary safety, repairs and renovations as determined by the Department of Finance and Administration to the Mississippi Veterans Memorial Stadium.

This is a sad day. Damn stadium is already crumbling and they expect JSU to maintain for the foreseeable future. Man please...

....I'm laughing inside at the fact that JSU will finally get its on-campus stadium when you really look at this situation. JSU has three years to return the stadium back to the State. Now let's be honest, things haven't exactly been looking up for the JSU Football Team lately has it? All the off-season drama might fold over unto the football field. If JSU has a losing team, we all know that JSU fans will not fill up the stadium. No JSU fans in adequate number for a big Memorial crowd = less revenue to cover expenses. The State will see this and will want the stadium back for expansion of UMC...but JSU can hold the stadium hostage during that the time to make the State fund them their own Stadium on campus.

JSU Fans, I have a question for you...Have you guys considered talking with the City of Jackson in tearing down the old and broken down MetroCenter Mall on HWY 80 to possibly build your stadium there if there is no place on campus? Just a Thought.

This is the part I like. "Jackson State University shall seek appropriate state funding through the Department of Finance and Administration for completion by the Bureau of Building, Grounds and Real Property for all expenses incident to the necessary safety, repairs and renovations as determined by the Department of Finance and Administration to the Mississippi Veterans Memorial Stadium."

In other words, JSU is not totally responsible for footing the bill for repairs and upkeep of the stadium.

Yes indeed. No more scalpers outside with 50 comp tickets going for $15 a pop.

If the scalpers paid the face value of the tickets I don't have a problem with it, I have seen with my eye people not paying face value at the ACC window.
