I think that's a pretty myopic and simplified way of explaining that type of behavior away.
Government policies don't 'influence' that type of behavior...that type of behavior doesn't spontaneously blossom forth because a constituency passes a welfare bill. It's learned behavior that has to be un-learned. That's not the government's responsibility.
the responsibility (collectively) is on us to take the steps necessary to change that behavior at the source. Cain reminds me of those cats that get a degree, then act like they're ashamed to associate with the same folks he came from. Graduating from Morehouse (i commend him for that, at least) gives him no more 'street cred' than Mitt Romney would have.
I watched the moderators of those debates throw him softball after softball in regards to his 'plan' and he couldn't even answer the basic stuff they were asking...:shame:
