The German government has paid more than $70 billion to more than 800,000 Holocaust victims since its first negotiations with the Claims Conference in in 1952, the organization said in a press release.

I would suggest doing reparations like this:

1. Those with student loans. Automatic forgiven.
2. Those incarcerated under antiquated laws that do not follow science or the current policy trend; automatic release from prison or any type of supervision

That's a good start.
