Atkins, a 6-foot, 213-pound left-hander, played in five games last season, rushing for 9 yards on three carries and going 0-of-2 passing.
The 5-10, 181-pound Loftin has yet to play in a game.
"Neither one of those guys have completed a pass in college. Neither one of them have played any meaningful minutes in a college football game. There's a lot of things we're going to have to coach them through this spring."
Much of Atkins' playing time came early last season in routs of Tennessee State, Clark Atlanta and Mississippi Valley State. He saw limited action against Texas Southern and Arkansas-Pine Bluff.
Even so, Jones has been pleased with Atkins' progress during the offseason.
"Kevin has shown tremendous leadership," he said.
"He's lost some weight. He's in great shape.
He's running and finishing toward the front. I'm going to take a look at both of them, but Kevin should have the advantage."
