I wouldn't say it's so much scheming as being tempted by greed. Not justifying it but corrupt business practices to defraud the government happens at all levels and amongst all groups of people.

I'm almost at the point to believe that people inherently cheap the system. I've come to realize that even when people don't have to cheat, they do anyway. System failure occurs when their are more people cheating than there are not cheating and it's of my opinion that society has gone way beyond the number of cheaters.
