FYI...TOPS is a great educational tool for the State of Louisiana!!!!
For those of you wondering why I mentioned TOPS do a google search. For example, if GSU offers a student a partial scholarship that is from Louisiana; they get that student to apply for TOPS to pay for the rest. Hence a free education.
Education is not a game.

The TOPS program allowed Louisiana coaches to save scholarship money by filling out their rosters with in-state players who met the requirements of a 20 on the ACT and 2.8 GPA for a tuition waiver.

The Louisiana House Appropriations Committee approved a state budget Monday (April 17) that fully funded the
TOPS college scholarship, but would eliminate several critical
health care services for thousands of people and jeopardizes medical schools and residency programs in the state, according to officials.
Louisiana recently saw revenue projections for state government climb $346 million, thanks mostly to an increase in personal income taxes that resulted from new federal tax laws.
The appropriations committee chose to put most of that new money -- about $233 million -- toward the TOPS program, which covers tuition for about 50,000 college students each year. It also had to make $648 million in cuts to make the budget work.
