Like a fan brings a sign, maybe someone sitting ringside. Then a wrestler (primarily the heel/bad guy) sees it, snatches it and rips it up. It's treated as part of the show whether the fan was in on it or not.

Now the fan at a WWE event probably has the same rights and restrictions as one attending an NFL venue.

Man where are you getting your info from? The Panthers have had something like 124 consecutive sellouts and ranked #8 in attendance last season. Tickets for the Green Bay game were going as high as $2000 on the secondary market.
