I heard that a report just out contends that black Americans have made substantial gains in many areas such as income, home ownership, education, politics and business.
I heard this report on a right wing conservative talk radio show. (don't have the article quoted, but will look for it.) They attributed it to the welfare reforms of the 90s. Do you believe this was the silver bullet that turned the black race around and propelled it to prosperity? :eek2:
