Looks like Tulane has not given up their fight for a peice of the big dollars. It appears that they are still working behind the scenes. It does not look like they are ready to take the anti-trust law approach just yet. What it seems to mean that they are taking a forget about the little folks approach (i.e. I-AA, II ect) for now. Attached is a new proposal. It looks like it is dated 5/10/2005:
