The October congressional vote to authorize the President to use military force in Iraq is contingent upon UN approval, and therefore invalid without UN approval of war!
Therefore what Dubya is about to do is against the law.
He also know if the UN votes no he can be held on war crimes. So that is another reason why he will not wait for a vote.
