Technically Famu would have not been the first

in 1978 when FAMU won their only 1AA championship their only loss that season came to TNSU. That year TnSU was classified as a 1A. Bluedog do you know the six other teams?

GOT DAMMMMMM!!!

I think the correct assessment is as follows:

Florida A & M University was the first HBCU to move from NCAA Division I AA to NCAA Division I A "provisional" status.

From all my research the only other HBCU program to participate at the NCAA Division I A level was Tennessee State University for about a two year period (1978-79) when they chose not to immediately align their football program at the NCAA Division I AA when the NCAA create a NCAA Division I AA level and NCAA Division I A level under the NCAA Division I umbrella.

I have mention this several times before in various discussion on the subject.
