For a member of a group that does not believe in "BIG GOVERNMENT", Pres. Bush is using 9/11 to increase presidential power and bypass the system of checks and balances. By a narrow margin, The House agreed to give him the power to create trade bills that can ONLY be accepted or rejected. The power to amend is one of the key powers of Congress. Also, The Pres. wants to be able to bypass the Congressinal checks associated with his departmental personnel and funding. I bet The Founders are turning over in their graves.
