Browns Sign Jeff Garcia to Four-Year Deal

BEREA, Ohio (AP)--Jeff Garcia's only previous experience at replacing an NFL quarterback was when he inherited Steve Young's starting job in San Francisco. After that, taking over for Tim Couch in Cleveland won't seem so tough.

Garcia signed a four-year, $25 million contract Tuesday with the Browns, a move that finally ends Cleveland's yearlong quarterback controversy, as well as Couch's rocky five-year stint.

Pittsburgh -- Running back Duce Staley signed a five-year contract worth $14 million with the Pittsburgh Steelers on Tuesday.

Staley spent the last seven seasons with the Philadelphia Eagles, and is expected to boost the Steelers' running game, which ranked 31st last year. That was the worst ranking under coach Bill Cowher.

The deal includes a $4 million signing bonus.

Staley's agent, Leigh Steinberg, said the Steelers were a favorite because his client rooted for them as a child. Steinberg also was negotiating with the Detroit Lions.

Owens Doesn't Want to Play for Ravens

OWINGS MILLS, Md. ? Terrell Owens skipped a physical with the Baltimore Ravens on Monday, then reasserted his intention not to play for the team.

While the Ravens waited for an arbitrator to rule on the star receiver's bid to void his trade from San Francisco, Owens issued a statement saying he won't suit up for Baltimore.
