I assume the points earned from their US World News Rankings outweighed the cost according to the criteria. The other metrics deal with cost (under 10k) and 20 year ROI. PV and A&T are largely STEM schools in states with strong economies so the ROI is always going to be high.

For PV and A&T, sure thing. But those privates? Have all checked out their tuition rate? I vividly recall what grad school cost for Howard and man oh man oh man... smh I felt sorry for the undergrads attempting to live in that area.
