GRAMBLING ? A member of Jesse Jackson?s Rainbow/PUSH Coalition staff will apparently be recommended to head Grambling State University?s financial office.

GSU President Nearie Warner is expected to recommend hiring Billy R. Owens for the job. He is a former administrator at Alabama?s Tuskeegee University and was one of the top two finishers for the post last year.

Top candidate Curtis Wooten at first accepted the job, then declined it and took a job in Florida. Grambling was ready to recommend another person in December, but University of Louisiana System trustees postponed the decision, saying background checks weren?t finished.

The board of trustees will consider GSU?s request at its June 29 meeting in Baton Rouge, board spokesman Rusty Jabour said Wednesday.

?There is paperwork that the university has submitted requesting the board?s approval of that,? Jabour said.

The board has been explicit for months that GSU make hiring a chief financial officer a top priority.

GSU?s request to hire Owens will be considered by the board?s personnel committee prior to the full board session. Though board approval is required, GSU and not the trustees would hire Owens, Jabour said.

Grambling has operated without a CFO for more than two years.

The hiring decision comes on the heels of a reaccreditation review by the Southern Association of Colleges and Schools. SACS in December put GSU?s 10-year reaccreditation on hold after learning that the university received two scathing audits in as many years.

A SACS accreditation team visited Grambling and the University of Louisiana at Monroe in May. The team met with university officials and members of the University of Louisiana System Board of Trustees, including Board President Andre Coudrain, who expects the trustees to approve Warner?s recommendation.

?I think they (SACS) wanted to discuss with the chairman of the board and some finance committee members sort of the board members? view of those situations as part of the assessment,? Coudrain said.

Board trustee Mike Woods of Shreveport and Gordon Pugh, chairman of the Grambling State University advisory committee, were asked to attend the meeting, but after other trustees were also asked to attend, Woods and Pugh were asked not to because of concerns about having a quorum of trustees, Woods said.

The trustees have been grappling with Grambling and ULM?s financial problems for months.

In back-to-back reports, Legislative Auditor Dan Kyle questioned the integrity of Grambling?s management. The audits detailed what Kyle considered potential state law violations.

Kyle also cited the need for key administrative employees at GSU, including a chief financial auditor. Grambling already has hired a bursar, or treasurer, and another person to help handle financial records.

?Hopefully, he (Owens) can come on board and take the bull by the horns,? said Woods. ?The timing will be good, since the new fiscal year starts July 1.?

Grambling alumnus Marico ?Rico? Rivers would like to see an entirely new administration at the university. He also believes GSU must separate from the state to survive. He wants to see the school become a privately supported, independent institution.

?You can?t run your house when you have to go outside and say to someone, ?Should I spank little Johnny today??? Rivers said.

He perceives the existing administration as a group of people more interested in protecting their jobs and colleagues than taking care of student needs.

?It was well-meaning 50 years ago because of the times we were living in, because of Jim Crow. That?s the reason behind black fraternities, black magazines,? Rivers said. ?We still need black-owned, black-controlled universities and institutions, but not to the detriment of black people.?
