He was absolutely horrible at the end of the season last year. He might do better in a Spread Offense at a lower-tier FBS school or FCS school if he can leave the weed alone. It was like pulling teeth watching him play QB the last 5 games of the season.
Typically, if a QB sucked at a power 5 school, chances are slim he'll magically blossom at a lower level. That's the nature of the position, and one of the few positions in football in which that is the case.
